No cooldown buff for Chucky?
I think out of all the changes they could have made for him, this one was the most desperately needed. His dash is a strong tool, sure, but it's a one-time use on a killer with reduced base movement speed on a 20-second cooldown. For those 20 seconds in between, you're practically worse than useless. The one advantage Chucky has in M1 chases of being small is completely null and void when his power is off cooldown by virtue of the fact that you can literally see his footsteps through walls.
As it stands right now, Chucky is a 110 killer whose basekit actively hurts his M1 potential that MIGHT get a hit once every 20 seconds. That's REAL rough.

he has add-on to reduce his cooldown. automatic screw driver gives 15% on missed attacks and power drill gives -20% on successful. It is just that he is now reliant on those add-on to use his ability. I think he is still going to be strong killer. apart from running shoes and iri amulet with pallet vaulting, those were his best add-on's in ptb. I believe otz showcased a match with those exact add-on's.

Afaik the screw driver doesn't reduce your power cooldown after a miss, it reduces the time you spend in that missed attack animation. Basically Unrelenting but for his power. If it does reduce the cooldown, that's odd, but at least it's something.
I just don't understand why they adjusted his dash length and the related addons to "reduce addon reliability" but completely ignored the aspect of his power that he's ACTUALLY addon-reliant on, extremely so in fact.

nope, that is different add-on. that is other yellow add-on.
this is reduces your missed cooldown by 10%. this is like unrelenting for his power which they are weakened this.
this add-on reduces your initial recharge rate by 15%. basically instead of waiting 18 seconds, you start at 15.7 seconds. another thing about his cool-downs is that his cooldown begins as soon as he misses instead of after he misses. the power drill is same thing but it is for successful cooldown, so that is when you hit people. it is like alchemist ring but not 100%, only 20%.

Doesn't his small hitbox mean that he can loop more efficiently than other killers? It that's the case, it might offset him not being 4.6, at least when it comes to looping.

It probably offsets it partially but definitely not enough to make up for the fact that a) it takes a full 50% longer for him to close a given distance on a survivor than a 115 killer, and b) you can see him through walls.

Considering his smaller size makes him harder to see and the footsteps are not enough to counteract that he is still way better off than your basic 115% m/s killer. Just look at the showcase Otzdarva and Hens did with Cucky against a comp team, he did fairly well, despite only being 110% m/s.
Also seeing the footsteps is not equal to seeing him... It can still throw you off.

So on that regard I watched several different content creators and their opinion about it, what stuck most in my mind was Knightlight stating that Chucky might be the 4th or 5th best killer in the game, even in front of Wesker. I think I heard something similar of ScottJund and Hens but I'm not as sure on that part..
Even if he did that and you are right... Tell me which bad killer can perform well against a comp team?

I just checked the video Hens made about it, and he has 6 Matches in it:
The first match was 7 hooks 2 kills, the second match was a 4 k at two gens, the third match was 10 hooks and a 3 k, then we have 4 stages and a 1k, 5th is a 2 k with six stages and the last match was again a 4k at 2 gens. On average that is 7.333 hook stages per match, which is pretty good. 2.66 kills on average. So I'm not taking the time to watch through the matches Otz selected as well, but in conclusion I would say that he has potential to be one of the best killers in the game. However you really cannot expect him to totally steam roll comp teams, because why even? Not even Nurse can do that every game.
Hens summoned it up as: "He can definitly give top tier survivors a rough time." And I don't think there are many killers in the game on which you could say that.

In what world? In my matches against him they completely destroyed his ability to do anything without his power. Even if they're not pinpoint accurate which they absolutely are, free wallhacks against a 110 M1 killer are free wallhacks against a 110 M1 killer, period. They completely negate any advantage he might get from being tiny—an advantage that people vastly overrate.

A joke in what sense? They have thousands of hours in the game and are miles better than 99% of players, sure there are better and worse comp teams but you cannot in all seriousness think that those guys are not really good at the game. Unless ofc you wanna prove yourself like that one guy that flamed a pinhead player in a tournament and got shown by eternal that he was wrong so...
I don't think the advantage is overrated, especially in combination with his 3rd person perspective...

I can think that when the comp meta is pre-throwing pallets while your team holds M1.
Also all the 3rd person camera does is let Chucky have the FoV of a regular killer. It's not an advantage whatsover.

The 3rd person let's you stand next to a wall and look around it dude... It is a lot better than the normal killer fov in that sense...
That is a weird opinion... When they pre throw pallets then it is because you cannot win the pallet if you try to play it and that delays the killer most... Like I said if you or I were to go against those guys we would probably not even land an m1... (Which is what happened to the pinhead that trash talked them...)... You should think a bit more before you speak because these guys are really good it is just that both sides are, so they need to play it somewhat safe to give their team time to do gens, and trying to win 50 50s is really not the way you do that.
