Halloween offerings can't be used

Despite being able to get the arcane dousing rod in the bloodweb. I am unable to select it as an offering when playing the game.

You do need to be in the Event Queue before using the offering.

  did you make sure you’re in the event queue? the offering specifically says at the bottom: “Only usable when playing Event: Haunted by Daylight.”
