It's still not a win. Also, it doesn't take into consideration player skill. Maybe they weren't as good of survivors as he was a killer. Or maybe they made some mistakes. In the few instances where I have had last minute switch outs against me, the teams really weren't that good. Which is why they do it at the last second.

For the most part, I ignore OoO. If I happen to come across them, as someone else said, I chase them normally. Depending on their toxic behavior, I would go with the tunneling/camping option.
