There are maps where the tunnels are incredibly far from any nearby gens. And no, there isn't always one at every gen location. I can think of a few off the top of my head, like the Grim Pantry main building or the Disturbed Ward main building. Tunnels do not spawn there but gens do, so it would be a big waste of time…
