Why do you think it would be too much? Nothing besides hindered actually affects a chase (and that is only vaulting, not pallets), and the debuffs all disappear after being healed which Survivors should be doing anyways after evading a killer or being unhooked.

The only person that "bad play" NOED rewards is the Killer because Survivors didn't cleanse totems. It literally takes 14 seconds to cleanse a totem and there are 4 survivors and 5 totems...
