I can confirm your findings. Survivor incentives were at 100% yesterday, yet queue times were really bad, meanwhile killer was pretty much instant. I am wondering if the incentives do not take in count MMR and it's just region-based. So, while there might be a huge lack of survivors, it might be only at certain MMR ranges.
