New Shrine have two non-teachables.
Not only that, I already have those two perks tier 3. In any case, just log into the game and see for yourself. I belive that this is a bug as the shrine is only used for DLC and, for some reason, free characters that come with the game, perks.

Inner Strengh can now infnite heals survivor with a single use of a tottem

A theory on why Blast Mine became weaker.
