How many chances to escape do survivors really need?

"Self care service" challenge is broken.
I got hooked, was able to escape the hook by myself and then self healed for about 5 Seconds. Got down and hooked again and nobody came to save me so I died. I got the achievement though. Not sure if it's a bug with the fact that I was able to escape the hook myself. Just figured I'd let you all know.

To not work after you have hooked somebody else. It's supposed to be an anti tunneling perk. Is it really tunneling if you hook somebody again after chasing, downing and hooking somebody else? Swf matchmaking.
Why is it that as killer I always face an swf 4 to 5 ranks better than me but never ever ever 4 to 5 ranks worse than me? Is it honestly something in the coding that always forces you to face teams ranked better than you?

Server issues on PS4.
This has never happened before and only started a few hours ago tonight. I live in Florida and for the last four games in a row I've gotten connected with killers in Brazil. Are they testing dedicated servers on Console now? Any input from the devs here?
