I have been consistently getting ranked with red ranks and rank ones with a weird little thing on the top of their rank and I'm only a rank 10 killer. What is going on?

So I got to rank 7... Dealt with a bunch of toxic rank 2s. Got bummed out lvled up a weaker killer to get some skills so I depipped then deranked on 13th to rank 13. What do I get put up against? Same red and purple ranked peeps with accasional rank 19 (only one). Are they doing this for a reason?

Use another killer to lvl up the nurse when you stink so bad that survivors feel bad for you and they get hit on purpose?
About to reach 9000 iradescent shards again. My first choice was legion. Was really fun till I got to rank nine. So onto my new killer. Which one does those godly survivors have more problems with? Btw I also know if I had more skill any killer would do good. First forum post btw.
