Correct. Running Double Speed on Blight will give the full 5% and not 4% for example. Same with running two Speed Add Ons on Medkits, those are also unaffected and will have their full effect.1 -

Yeah, because so many people will heal inside the Terror Radius when Coulrophobia is in play… I mean, it is obviously unintended and should be fixed, but come on. At least be somewhat reasonable.-3 -
