Make DC penalties apply to the percentage of games and not the number of instances in a 24 hour window. Problem solved.1 -

Franklins is a really good perk against flashlight brigades. They will go for flashlight saves, they will go back to pick up flashlights. You can exploit this. Pretend to rotate to another area, but …7
