Breakdown
Basically a survivor can be unhooked a maximum of 2 times.
Why not making the hook removal permanent?
It is a whole perk slot, i think it CAN deserve the complete removal of the hooks to be viable without being broken.

Well 3 minutes it is basically permanent for many circumstances.
Moving the effect from 3 minutes to permanent removal of a hook (maximum 2 hooks per match, remember!) it is a slight and minor buff that can give consistency to a perk unused in a moment where you have scourge hooks.
I know in past permanent sabo was an issue but in that situation with the perk saboteur or with a toolbox you can permanently remove WAY MORE than 2 hooks.
The issue wasn't about the duration of the remuval but about the amount of hooks you were able to disable.

It’s 2 uses of breakdown + your third hook also breaks forever naturally, so 3 disabled hooks per survivor.
Hook deadzones are already a problem with just regular sacrificing (more so on some maps than others). This would just amplify that even more.
Also, breakdown was actually bugged several months ago and did exactly this, and it was terrible. There were 4 man SWFs running it left and right and it very often resulted in killers not being able to hook people.
Another way you could buff breakdown though is to make it so that in addition to its current functionality, when you save someone else, their hook breaks for 30 seconds, which makes it more useful when you swap for someone else.

Dear god no,
When this perk was bugged (where hooks were permanently broken) playing killer was a nightmare when you had 4 survivors either running an anti slug or anti hook build with 4 petrified oaks.

I think it's fair if the survivor also dies in the process.

As anyone who can remember 2016 knows, permanent hook sabo is not a good thing. You have all 4 players running Breakdown and then you're likely not going to be able to get another hook after hooking them once each - it encourages slugging and would be incredibly frustrating then for both sides.

All 4 survivors using it will destroy all hooks and leave killer no chance than slugging so no thanks.

It worked like that in 2016. Every killer was taking Iron grasp because of this and every survivor eventually ended up in basement. It was very unfun for both sides.

No i wasn't around when BD was bugged. I was around when sabo was permanent.
Permanent sabo allowed to remove 100% of hooks with one perk..
With 12-14 hooks on the map you need to run 4 breakdown to be able to remove half of them.

Breakdown actually did that for awhile because of a bug and it was the worst. If a whole team ran breakdown and got downed around the same area of the map then you just wouldn't be able to hook survivors on thst side of the map, it was awful and I saw it almost every other game and absolutely would have seen it more if it was an official change and not just a bug many people didn't rven know about.

I remembering hearing about Hooks being permanent destroyed, and pressuring Killer's to slugg and forced to hook in basement most of the time; around 2016.
Your proposal might not be a bad idea by itself; but imagine if the entire team is stacking anti slugging/sabotaging build with 4 breakdowns, that can potionallly permanent destroyed 8/11 hooks; a nostalgic of 2016's Sabotaging Meta for Survivors.
Yeah I rather buff the numbers slightly to the timer; or make it do something else.
