How does terror radius reduction work?

Cheating is out of control
Just had a survivor instantly revive from the dying state. Survivor main. It's one thing to never address balance, it's another to never address blatant cheating. BHVR didn't quality of life anything. Waste of a year. Make the game server side to control this trash.

Why am I getting penalized when dedicated servers crash?
Dropping from Iri I to the bottom of Iri 2 and having to wait five minutes because the dedicated servers crash is pretty crummy. Also, why is it always ten minutes in to a great match that the dedicated servers crash? It's never the crappy five minutes routes where that happens.
