I think it should disable once fully healed or doing some other objective (generator, totem) for at least 3 seconds. This slight nerf should be enough IMO.

If I find a totem quickly, I cleanse it first, as I usually run Inner Strength instead of Self-Care. Also touching a gen to check if there's Ruin. Then fixing the first gen, or if it's not too far, a higher priority gen, until Spine Chill lights up, then stealthy-stealthy.

I would say Legion. I think they are really fun to play from both sides. It's fun to stab everybody, has a small stall potential because of the necessity for mending, and if they start to heal, they'll waste precious time. Especially if you can use Ruin, it's really fun. Yes Yes Sure, even though I like playing stealth killers. The other day, some survivors complained that they died against me as Pig. Just bring Spine Chill. Positive - I include Spine Chill in all of my perk builds, I truly think it's one of the strongest perk, gives so much information about any killer.

I think the addons need a complete rework. Most of them are worthless, illogical. Also the cooldown time is insanely long, even with the addons (addon rework needed). Other than that, Legion is fine.

Currently ongoing Ruin nerf is the Hag's nerf... unfortunately. Hag needs setup time to be good, and that will be taken away. But actually, Hag is really easily counterable with a flashlight and some extra caretaking.

Why? Pig is completely counterable in chases: Pig has normal killer movement speed while standing, has a lower line of sight, so easy to lose in tall grass (and low grass if begins crouching). Also, use Spine Chill, it's an op perk, especially against stealth killers.
