Remove DC penalty

Quick Sabo question
Need to Sabo within 10m of killer carrying a survivor. I'm using a toolbox build with increased Sabo in both spots. I'm also running saboteur. My question is what's faster? When I'm at the hook do I use the perk option, or do I use the toolbox option to make it go super fast?

Does everyone have to be level 3 to get all the perks?
Title. To have tier 3 for all the perks do you actually have to level everyone up to tier 3 to do this, or just simply have the perk in any tier and it will unlock to third tier in the web? Bc my Dwight is only level 1 yet I have tier 3 bond for many characters. Is that bc I had it before the change?
