There Are Too Many Perks.
Yes, there are too many perks. It's getting worse with each DLC. Bloodwebs have to get cheaper as more perks are added, there should also be a perk on every level (perkless lvl2-4 is stupid in my opinion), and/or there should be only one level of each perk.

With nerfing exhaustion, Devs obviously want to shift away from looping meta, which is a good thing. What I don't understand: Killers do get buffed in chases, but survivors don't get tools to play more stealthily, the only exception being the Urban Evasion buff. Easy & fair way to nerf "Gen Rush" and SWF.
TL;DR (This will be a long thread!) Killers get gen rushed because he is too weak in the first chase. Buff his action speeds in early game. Lose the buffs when he gets hooks/kills. 2 Kills per match should be the most probable outcome.
The devs suggested the chance to Whispers which I really liked and which inspired this idea. (FYI: Whispers starts out stronger and gets weaker the more survivors are killed.)
