They will not just be reworking perks but systems around them aswel. Its not jsut perks that will be changed but game mechanics aswel.2 -

Considering it happens maybe once in a blue moon that you get an unhook with the 4% i would consider it like finding a shiny pokemon in the pokemon games. For being that lucky he should get DS,1 -

The argument is: BHVR classified it as a bug / exploit to be fixed, and thus it is a bug exploit. Not sure what other argument you are looking for here .1 -
