I think you mixed up Ultra Rares with Very Rares! Ultra Rares are used for skins that change the character into a new original character or seemingly with the Trickster skin to add new voice lines... Sadako is weird though since she has an Ultra Rare but I guess that can be excused for being an original alternative version…
