I mean this is a problem on both sides, it's not exclusive to either survivor or killer. They have buffed a lot of bad perks in the last few years but they still have a long ways to go.

I agree. I enjoy chaos shuffle a lot so I don't mind that modifier in particular right now, but I realize not everyone does and overall I feel like we've had too many modifiers/events lately.

Sounds fine to me. Counterweight is just detrimental in every way and has no practical purpose. Your suggestion would be a much better and more fun alternative.

I'd be opposed to this simply because the only thing it does is buff medkits, which they don't really need. The items that need buffs are maps and keys, not medkits.
