Both of these perks are worthless. OC is quite literally worse than nothing when survivors hit the skill check, which many do, and CoB is a better info perk than a slowdown perk. Not that the info perk is any good. They definitely do need some changes. Either buffs or reworks.

Corrupt, Deadlock, Grim Embrace and either Pain Res or Surge. That's pretty much the heaviest slowdown you can achieve. Although, in my experiece it is more effective to use something more balanced that will help you in different situations. Like 1-2 slowdown perks, 1-2 info perks and maybe a chase perk.
