It's not a bad perk, but it's situational, as you said. You can get good value of the perk, or none.

Against casual player almost every killer has a chance, but against good teams, doesn't matter if you are the best Michael Myers of the world, you will be relying on survivors making mistakes to get a chance. If they don't make mistakes, there's nothing the "insert low tier killer" can do about it.
