Cant hit skillchecks when using a common medkit

Question: how do u open the box while chains are active?

What's the RNG for the Halloween medkit?
I'm not exaggerating, I've done over 20 blood webs at level 50 and haven't seen a single medkit and probably about 3 flashlights, what is going on? Am I the only one having trouble finding one? Or the RNG is just awful?

Question about rush addon
Since I see the rush addon for survivors is used on the medkit and killers is their "power" addon, does that mean that survivors can use it once and killers multiple times? If so.. Isn't it a bit unfair?
