I think Oni still gets his power too quickly in 2v8 even without Legion, it feels like its always up. Maybe making it so m1's and hooks are the only way to get the blood? He is very snowbally and it's not the most thrilling to go against because of it. Also buff P.Heads range, I think he could really use it.

Overall killer balance suggestion
I think the easiest way to balance the killers to make the weak killer stronger is base movement speed. I see no reason for Hag to be 110 and Blight to be 115. Give the high mobility killers a slower base speed and the high mobility killers a slower base speed like Nurse has.

One Way To Fix Tunnelling
