Would you like it if low-pick perks became base-kit?
I don't think this would disrupt the game balance too much, especially if this change was applied to both killers and survivors. For balancing purposes, perks should only be made base-kit on a one-by-one basis. Also, I just think this change would de-clutter the perk inventory ¯_(ツ)_/¯
