Wraith! I don't use him often because I'm a survivor main through and through, but when I do play killer it's just for funsies and usually Wraith! Second is Ghostface and third is Legion.

From what I can see it's just where survivors are prioritising gens then? And not doing anything else, which is where the problem starts I guess. The only counter I could think of as well is to make gens slower...?

I'd say it's more to do with the clutter. There's a lot of space for survivors to hide, to loop, vault etc. It's also the brightest, which makes survivors stand out more. Though to be fair, Lampkin Lane and Yamaoka Estate are probably far more survivor-biased.
