PGTW has a limited number of uses (max of 12 but only like the first 5 matters), requires you to actively seek out a gen disregarding any potential chases along the way and can't be applied to regressing gens. Neither of these apply to Thrilling so they should not really be compared.

Uhmm, you misunderstand why some perks cost 2700. It's not because they show up the first time but rather because they are from the latest DLC. Currently that means the perks introduced in the Stranger Things DLC. For the prior 3 months it'd have been Ghostface's perks. And before that it was Ash's stuff.
