EMPs on swamp are too far away.
The chests spawn at the edge of the map, far from gens and every ressource. Its a big detour to get an emp and that would be fine, if it was intended on every map, but the swamp is an outlier.

You need to completely rework locker positions on RPD.
Play a single game of Dredge on RPD, and look around with right click during chase. There is not a single area in the map where locker placements are favorable for Dredge, assuming there even are any. An entire quarter of the map has none.
