It's hard to say without knowing what all the perks and items in play are.

It depends on the context. If you are going after someone who was just removed from a hook, I'd say no, it's not fair. If you go out of your way to hook someone until they die, again no. If you find someone who was unhooked last, but they are out of position or are goading you into chasing them, then yes it's fair.

Not sure how much faster, but if it takes 12 seconds by yourself I think it's like 8 seconds. Also, it doesn't even have to be skill checks make it heal faster, just more interactive. Maybe you get random skill checks with it that decrease the timer if you miss it and doesn't pertain to healing. I don't know, just an idea.

You bet they'd stack. Although, maybe it's just an occasional animation that gives away what status it is, that way you're not running around with all your limbs flopping about.

That was my thought. I know most killer exclusive status effects have ways of knowing another survivor is effected by them (Nemesis's blue contamination, Plagues green sickness, Doctor's madness animations, etc.) So it would just make sense to have all the general status effects have some as well.

In theory, it would be cool and add more uniqueness to each survivor, but in practice it can add some "pay to win" factors as well as cause people to gravitate toward the most "optimal" survivor. You need blood orbs to fully charge his power, otherwise it sits at like 99%. At that point I'd just make it so Blood Fury activates automatically after 20 seconds.

Play With You Food can help. However, in all honesty the examples you've listed don't need more map mobility. Worst map for Dredge is definitely Rotten Fields. Very few lockers and very spaced out generators. Best is probably Lery's. Lots of lockers spread out fairly evenly.

They don't have to be one to one with survivors. There could be a secondary way to get rid of effects. You are right that it would need to be balanced carefully.

You could just make it a one time thing. Either wait out the clock or get ride of it by kicking a gen or pallet once. The status effects don't have to be one to one with survivors.

While I think denying the Killer access to their power would be unfair (some killers have strange powers that I don't know how it would interact with them) I do like the other suggestions. Even a 1% Hindered effect could be helpful in chase.
