Yeah, that's not what the OP was asking, and you know that. They're asking a valid question; can the developers make it so that people who already own the DLC can purchase cosmetics for their DLC characters? The answer is a complicated no due to the countless licensing issues.

Honestly, I'd love that, too. I come from playing games like Overwatch where your skins are just one outfit, so DbD feels awesome to mix and match stuff! I'd like to have more customisation, but I definitely appreciate the head/torso/legs thing they got going on!

Yeah these are definitely the biggest issues, it would feel quite stale. You'd see the same survivors constantly, much like we see the same perks constantly at the moment.
