Slugging: Make it 90 seconds every time survivors are downed. Tunnelling: Disable the penalty after 60 seconds. Even with the penalty in the PTB, I still got 4Ks. So I'm not sure what the problem is unless it's a skill issue.

Oni should not have the combination of speed, maneuverability, and lethality that he does in 2v8. There is very little that can be done to counter him besides pre-dropping a palette, which you can do once before he catches up.
