DH was mainly used for distance. With new DH if you fake a swing, as you should be doing like with current DH, they'll use it and then you can down them faster than you can right now. Yea, agreed. The Jolt buff (a perk some Killers were already running) is another example that slowdown perks are still going to be a thing. Slowdown is still going to be the go to for Killers. And healing/second chance is still going to be the go-to for Survivors.

This is just an example of how people have ideas but they don't really think them through: "killers who proxy-camp stop the hook-timer bar." BHVR tried this. It was abused to all hell by survivors as many who thought about it said it would have been.

Right? Like, there are times I feel stupid for thinking someone is speed hacking but when you chase them from on side of the map to the other, when they drop no pallets or loop, and you gain little distance on them as a 115% killer something is off.

I'd hazard to say partially. They are extremely rare and a good Twins player is difficult to handle, what with their powerful camping and anti "regular survivor tools" kit, which causes them to be extremely unfun to play against. I don't think A LOT of survivors kill themselves on hook, but the strength of a good Twins…

A couple things about this: Sometimes it is so subtle it is barely noticable until you pay attention to it and by that point the match is basically over. Recording a video takes time. Most of us don't have video recording software open all the time. BHVR needs to make it easier to report to them.
